When should i apply for college?

So, i'm just ending my junior year of high school and my mom keeps pestering about applying. I plan to go to a community college for 2 years, but she still wants me to apply to the schools i plan to go to after that. I've taken my SAT, but not the SAT 2 or ACT. My mom wants me to go to UC Davis (which looks less apealing the more she pushes it on me) and she heard theres a waiting list for it.
