If lease doesn't say it, can we do it?

We have a pool... and we want to Winterize it or drain it. The lease we're under states that we have to care for and maintain the pool, but doesn't say we can't winterize or drain it. We are tired of dealing with chemicals and we don't plan to swim any more this year. Our property manager advised us against it, but we can't afford to buy the chemicals anymore because of constant rainstorms. The owner is overseas in Iraq, so he left the decisions up to the realty agency. What's the legal standpoint? Can we get in trouble if we drain it or winterize it anyway?
