ECOLA is it taxable?

Yes. Everything the employees receive as part of their compensation are taxable. It is recorded by the employer as part of their salaries and wages, and for them to legally claim the expense, they have to fully report them as taxed. Only those benefits which falls under the "De Minimis" are not taxable.
