Are animal abusers more likely to work at the animal shelter?

I've had to report abuse at the local shelter by employees several times. It outrages me the blatant abuse that I've seen (kicking, pushing down, alpha rolling, cussing and screaming at the dogs for no reason, jerking the dogs to the ground.. I've seen more bad employees than good ones. Is this normal to have this many bad apples?
